10 week old puppy barks at strangers and other dogs while walking?

How do I stop my mini schnauzer from barking at walkers, joggers, bikers, and other dogs on walks? When he sees others coming, he stops and just watches them. When they come closer he growls and then starts to bark. How can I get him to stop barking and just ignore the other people? Could he be protective of me? He also likes to stop in the middle of the walk and look at me, I have to call him over to continue the walk. How can i get him to follow me without stopping?
