Any inexpensive places to have a 1st birthday party in Jersey City or NYC under $500?

My daughter will be one around xmas. Our house is most likely too small to accommodate everyone so I"m looking for inexpensive banquet/reception halls or an indoor facility/community center in a SAFE part of Jersey City and not an eye sore part of the city. I've googled and found Wild at Play and some other ideas (museums, etc) but they are all out of my budget. My budget is $500 or less. Some of these place charge that for only 90 minutes of time and it doesn't seem to include much. I doubt you can get the adults to show up on time with their kids. Help?!!
